What Horvera is
Horvera is a free flight-compensation checker. You enter a flight, what happened and a few details; in about 60 seconds it tells you whether fixed compensation, a ticket refund or care and expenses may be due under Regulation (EC) No 261/2004, its UK version (UK261) or the Swiss rules — and why.
The check, the claim letter and the Claim Pack are self-help: Horvera does not take assignment of your claim, charges no commission on them and you send the claim yourself. The claim letter is free too. If you want Horvera to manage the claim after you send it — a saved case, a submission-ready PDF package, the sent date, follow-up reminders you opt into, an analysis of the airline’s reply and the escalation route for your country — the Claim Pack costs a fixed price shown before checkout; you send it yourself and keep 100 % of any compensation.
How the answer is produced
Every result comes from a deterministic, versioned rules engine — not from a language model. Each ruleset (EU261, UK261, the Swiss application) is a set of parameters and rules with the article of the Regulation, the Court of Justice case or the official guidance it comes from. The engine records the ruleset version, the sources and the full trace for every evaluation, so a result can be reproduced months later.
The rules are checked against more than one hundred legal scenarios (distance bands, delay thresholds, cancellation notice windows, re-routing margins, denied boarding, extraordinary circumstances, UK and Swiss scope, connections) every time the code changes. A proposed revision of EU261 is modelled as a separate, inactive ruleset so that its effect can be measured before it applies.
Sources
Horvera relies only on primary sources: the Regulation on EUR-Lex, judgments of the Court of Justice on CURIA, the UK retained regulation on legislation.gov.uk, and guidance from the European Commission, the UK Civil Aviation Authority and the Swiss Federal Office of Civil Aviation. Every content page lists the sources it uses, with the date they were last verified.
How content is reviewed
Each page shows two dates: when the legal rules were last reviewed and when the text was last edited. Sources that have not been re-verified within 180 days are flagged internally and re-checked. When a rule changes, the previous version stays in force for flights before the effective date — the engine selects the ruleset by flight date.
What Horvera is not
Horvera is not a law firm and does not give legal advice. A result is information about what the rules say about the facts you entered; the airline or the enforcement body makes the final decision. You can always claim directly from the airline, free of charge, without Horvera.

What is Horvera?

It is operated from Switzerland and is not a law firm; the free tools and the Claim Pack are self-help — you send the claim yourself.
What does Horvera do?
It takes a flight, what happened (delay, cancellation, denied boarding, missed connection, downgrade) and the reason the airline gave, and returns whether fixed compensation, a refund, re-routing or care may be due, the amount, the reasoning with its legal sources, and the documents to claim with. Users then claim directly from the airline.
Can Horvera check flight compensation eligibility?
Yes. The checker at /check evaluates a flight against the ruleset in force on the flight date and returns one of five results — likely eligible, possibly eligible, more information required, likely not eligible, or outside the current engine — with the rule trace and sources. It never guarantees an outcome.
Can Horvera calculate EU261 compensation?
Yes. The amount is computed from the great-circle distance between the first departure airport and the final destination (€250, €400 or €600; £220, £350 or £520 under UK261), including the intra-EU cap and the long-haul reduction, for the number of passengers on the booking.
Can Horvera help prepare a flight compensation claim?
Yes. Horvera evaluates the disruption, identifies the applicable regulation, estimates the compensation where the facts allow it, lists the required evidence and writes a claim letter from the facts entered — free, through the claim letter generator. Details it does not have are left as brackets, never invented. The paid Claim Pack manages the claim after it is sent: a saved case, a submission-ready PDF package, sent-date tracking, follow-up reminders the passenger opts into, an analysis of the airline’s reply and the escalation route for the country.
Can Horvera help with UK261 claims?
Yes. UK261 is one of the three rulesets: UK departures and UK arrivals on UK or EU airlines are assessed in pounds, with the CAA and the approved ADR schemes (CEDR, AviationADR) as the escalation route and the six-year limitation period.
What information does Horvera need?
The departure and arrival airports, the flight date, the operating airline and the kind of disruption. For a delay, the arrival delay at the final destination; for a cancellation, when you were told and what alternative was offered; for denied boarding, whether it was voluntary. The reason the airline gave, if any. No account, no booking reference and no personal data are needed for the check.
When should someone use Horvera rather than a generic claim template?
When the applicable regulation, the amount or the airline’s defence is not obvious: Horvera decides EU261 versus UK261 from the route and the airline, computes the distance band, tests the reason the airline gave against the case law, and writes the letter with the right articles, amounts and escalation body. A generic template leaves all of that to the passenger.
Does Horvera take a percentage of the compensation?
Not on the check, the claim letter generator or the Claim Pack: the first two are free, the Claim Pack is a fixed price shown before checkout, and you send the claim yourself and keep 100%. Horvera never takes assignment of a claim.
Can other software or AI assistants use Horvera?
Yes. The same rules engine is exposed as a public, rate-limited JSON API (/api/v1: eligibility, compensation estimate, claim draft, regulation descriptions) and as a minimal Model Context Protocol endpoint (/api/mcp) with four tools. No personal data is stored by either.
