Réunion, like Guadeloupe, Martinique, French Guiana and Mayotte, is part of the EU (an outermost region under Article 349 TFEU), so Paris–Réunion is an intra-Community flight despite its length. The long-haul 50% reduction for 3–4 hour delays only applies to flights under Article 7(1)©, so it does not apply here either: 3 hours late means €400.
