All flights departing Amsterdam Schiphol, Eindhoven and Rotterdam are covered by Regulation 261/2004 on any airline. The ILT enforces the rules; there is no aviation dispute-resolution scheme for standalone flights, so a refused claim goes to the kantonrechter; and the Dutch limitation period is only 2 years.

Was steht mir bei einem Flug ab Netherlands zu?
Jeder Flug ab Netherlands ist unter EU261 erfasst, unabhängig von der Airline: 250 €–600 € pro Passagier bei einer Ankunftsverspätung von 3 Stunden oder mehr, einer Annullierung mit weniger als 14 Tagen Vorlauf oder Nichtbeförderung. Flüge von außerhalb Europas nach Netherlands sind erfasst, wenn die Airline in Europa lizenziert ist.

Rules and amounts
Regulation 261/2004 applies to every departure from the Netherlands and to inbound flights on EU airlines. Amounts: €250 / €400 / €600.
Enforcement: ILT
The Inspectie Leefomgeving en Transport is the enforcement body. It handles complaints and can fine airlines, but does not award compensation. It takes a delay or cancellation complaint only if the flight was less than one year ago, departed the Netherlands (or arrived from outside the EU on an EU airline) and was not part of a package holiday.
No aviation ADR scheme
The Dutch government lists two routes once the airline has refused: the court, and a complaint to the ILT. The former aviation disputes committee (Geschillencommissie Luchtvaart) no longer exists, and the Geschillencommissie Reizen does not accept complaints about standalone flights. For flights touching the UK, a UK scheme (AviationADR or CEDR) may apply if the airline belongs to it.
Courts and limitation
The kantonrechter (sub-district court) handles claims up to €25,000 without a lawyer. The limitation period for air passenger claims in the Netherlands is 2 years from the day after the flight (Article 8:1835 Civil Code), so do not delay.
