Every Air France departure from Paris, the French regions, other EU airports and the French outermost regions (Réunion, Guadeloupe, Martinique, French Guiana) is covered. Inbound long-haul flights — New York, Los Angeles, Tokyo, Dakar — are covered too because Air France is an EU carrier. Note the outermost-region cap: Paris–Réunion (about 9,400 km) is an intra-EU flight and pays €400, not €600. Regional flights under AF numbers are often operated by Air France HOP, also an EU carrier.

Air France’s website has a “Compensation and refund” request form under passenger rights (or via “Contact us → Claim”). Provide the booking reference, flight and passengers. What if Air France says the delay was due to weather?
Weather can be an extraordinary circumstance — but only on the facts. Air France must prove the conditions were incompatible with operating this flight, that they affected this flight and not just the airport in general, and that no reasonable measure could have avoided the delay. A generic reference to weather does not discharge that burden.
