Lisbon is TAP's hub and a constrained single-runway airport, with strong afternoon northerly winds in summer. TAP crew industrial action is internal to the airline and is not extraordinary.

Lisbon Airport operates close to its capacity, and Portuguese ATC staffing restrictions in summer are the most frequent defence on departure. ATC restrictions can be extraordinary, but only for the specific flight and only if the airline shows what it did about them; slot delays caused by the airline’s own late rotation are not.
TAP’s long-haul network connects through Lisbon on single bookings, so the delay is measured at the final destination: a late European sector that costs you the São Paulo connection is a €600 case (Folkerts). Ryanair and easyJet fly point-to-point; only the arrival delay of your own flight counts.
