Delayed 5 h or more: you may give up the journey and take a full refund of the unused ticket, with a return flight to your departure point if the trip has lost its purpose.
Munich is Lufthansa's second hub and has real winter weather exposure. Snow that genuinely stopped operations is extraordinary; a de-icing queue produced by the airline's own scheduling is not, and the two look identical from the gate.

Munich is Lufthansa’s second hub, so most itineraries connect on a single booking and the delay is measured at the final destination: a late feeder into Munich that costs you the Singapore connection is a €600 case (Folkerts). Bavarian winter — snow, fog and de-icing — is the standard defence and is extraordinary only where it actually prevented your flight and the airline took all reasonable measures; a de-icing queue caused by staffing is operational.
Lufthansa’s own strikes (pilots, cabin crew, ground staff employed by Lufthansa) are not extraordinary (Krüsemann, Airhelp v SAS). Strikes by Munich Airport’s own ground handlers or by German ATC generally are.
