Manchester is the UK’s largest airport outside London and the main base of Jet2 and TUI Airways, with easyJet, Ryanair and a large transatlantic and Gulf schedule. Leisure carriers fly out-and-back rotations, so an outbound delay in the morning arrives back with the same aircraft in the evening; that knock-on delay is compensable unless the original cause was extraordinary.
Manchester’s two runways operate as one for much of the day, and UK/French ATC restrictions and summer congestion are the usual defences — extraordinary only where shown for the specific flight. Airline crew, rostering and technical issues are not.
Inbound long-haul on US or Gulf carriers (American, United, Delta, Emirates, Qatar, Etihad) is not covered by UK261; the same routes on Virgin Atlantic, Aer Lingus UK or TUI Airways are.
