Article 7(1)(b) sets €400 for “all intra-Community flights of more than 1,500 km”. Réunion, like Guadeloupe, Martinique, French Guiana and Mayotte, is part of the EU (an outermost region under Article 349 TFEU), so Paris–Réunion is an intra-Community flight despite its length. The long-haul 50% reduction for 3–4 hour delays only applies to flights under Article 7(1)©, so it does not apply here either: 3 hours late means €400.
