KLM Royal Dutch Airlines is licensed in the Netherlands, so Regulation 261/2004 applies to every KLM flight departing from the EU/EEA and to every KLM flight arriving in the EU/EEA. Schiphol connections on a single booking are assessed at the final destination. If KLM refuses, the Dutch routes are a complaint to the ILT and the kantonrechter; there is no Dutch aviation dispute-resolution scheme.

Oui. Scope for KLM flights
KLM’s network is built around Amsterdam Schiphol. Its intercontinental flights are covered in both directions (Amsterdam–New York €600; New York–Amsterdam €600) because KLM is an EU carrier. European flights are often operated by KLM Cityhopper, also an EU carrier. Flights sold by KLM but operated by Delta (US carrier) from the US to Amsterdam are not covered — check the operating carrier on your boarding pass.
How to claim from KLM
KLM’s passenger-rights page (“Legal → Passenger rights”) links to a compensation claim form. You need the booking code and the passenger’s surname. KLM tends to answer within 2–4 weeks and gives a specific reason; it pays by bank transfer.
What KLM typically argues
- Schiphol weather — strong winds and fog restrict Schiphol’s runway capacity; KLM must show the restriction affected your flight.
- Schiphol staffing / ATC (LVNL) — airport security-staff shortages and ATC capacity limits are external and often extraordinary; KLM’s own ground-handling shortages are not.
- Crew — sickness and duty limits are not extraordinary.
- Technical faults — not extraordinary.
Escalation
- No Dutch ADR scheme — the former Geschillencommissie Luchtvaart no longer exists and the Geschillencommissie Reizen excludes standalone flights. For flights touching the UK, KLM is a member of AviationADR.
- ILT (Inspectie Leefomgeving en Transport) — the Dutch enforcement body; complaints help enforcement but ILT does not award compensation.
- Court: the kantonrechter handles small claims; the Dutch limitation period for these claims is 2 years, so act promptly.
Typical amounts
Amsterdam–London, Amsterdam–Paris and Amsterdam–Berlin pay €250; Amsterdam–Athens, Amsterdam–Tel Aviv and Amsterdam–Marrakesh pay €400; Amsterdam–New York, Amsterdam–Dubai and Amsterdam–Singapore pay €600 (€300 for 3–4 hour arrival delays).

Can I claim compensation from KLM Royal Dutch Airlines?
Yes, if your KLM Royal Dutch Airlines flight arrived three hours or more late, was cancelled with less than 14 days' notice, or you were denied boarding against your will — and the airline cannot prove an extraordinary circumstance. EU261 applies because of the airline's licence and where the flight departed.
- Conditions
- Arrival at the final destination three hours or more after the scheduled time (delay).
- Cancellation announced less than 14 days before departure, and no re-routing inside the legal time windows.
- Confirmed booking, on-time check-in and boarding refused against your will.
- The airline cannot prove an extraordinary circumstance it could not have avoided with all reasonable measures.

How long do I have to claim against KLM Royal Dutch Airlines?
For flights departing NL, a court claim is likely time-barred after 24 months (Artikel 8:1835 Burgerlijk Wetboek (two years for claims arising from air carriage)). Other departure countries have their own limits; the airline's own claim form has no deadline of its own.

- The country whose enforcement body is competent — normally the departure country — sets the limit.
- Limitation is national law (CJEU C-139/11); escalation steps do not stop the clock.

What if KLM Royal Dutch Airlines says the delay was due to weather?
Weather can be an extraordinary circumstance — but only on the facts. KLM Royal Dutch Airlines must prove the conditions were incompatible with operating this flight, that they affected this flight and not just the airport in general, and that no reasonable measure could have avoided the delay. A generic reference to weather does not discharge that burden.
- Conditions
- The burden of proof is on the airline (Art. 5(3)).
- The weather must have affected this flight, not just the airport in general; other flights that operated are evidence.
- The airline must also show what it did to avoid the disruption — spare aircraft, crew, re-routing.
- A technical fault, by contrast, is inherent in normal operations and not extraordinary.

Questions fréquentes
How much compensation does KLM pay?
€250, €400 or €600 per passenger by distance of the whole journey on one booking. On long-haul flights KLM pays €300 when the arrival delay is between 3 and 4 hours and €600 from 4 hours.
How do I claim compensation from KLM?
Through the passenger-rights page on klm.com, one claim per booking, quoting the booking code and the reason KLM gave. If KLM refuses or does not reply, complain to the ILT and, for the compensation itself, go to the kantonrechter; for flights touching the UK, KLM is a member of AviationADR.
How long do I have to claim against KLM?
Two years for flights departing the Netherlands, which is short compared with most EU countries. For a KLM flight departing elsewhere, the limitation period of the departure country applies.
Does a Schiphol capacity restriction count as extraordinary?
It can, when the restriction was imposed on KLM by the airport or air-traffic control and actually caused your disruption. KLM must prove it for your flight; a general reference to "Schiphol capacity" is not enough.
